As the International Space Station (ISS) nears its 2030 decommissioning, the transition to private orbital outposts faces a regulatory bottleneck. According to SpaceNews, Voyager Space is formally requesting that NASA relax specific requirements within its Commercial Low Earth Orbit Destinations (CLD) request for proposals (RFP).
Voyager, the prime developer behind the Starlab complex, argues that current NASA mandates are overly prescriptive. The firm contends that rigid technical thresholds—ranging from power output to specific life-support volume—could stifle innovation and inflate costs. By decoupling certain high-level requirements, Voyager suggests that commercial providers can better align their station architectures with market demand rather than government-only specifications.

The friction centers on the balance between NASA’s safety standards and the economic reality of private spaceflight. Voyager’s leadership emphasizes that a successful transition requires the agency to act more as a customer and less as a lead architect.
