Strategic Expansion

The US State Department has formalized a new vector for orbital influence. According to Payload, the US Mission to International Organizations in Vienna unveiled Project Constellation during the second annual US Space Forum. The $5 million initiative is designed to synchronize the space policies of developing nations with US commercial and civil interests over the next two years.

Operational Trio

Management of the program has been delegated to three distinct entities:
- Meridian International Center: Serving as the prime recipient, overseeing strategy, logistics, and diplomatic networking.
- Commercial Space Federation (CSF): Tasked with facilitating procurement and bridging the gap between foreign governments and the US private sector.
- SPACEAIMS: Providing legal and policy frameworks to guide emerging nations in governance and international diplomacy.

Diplomatic Alignment

The program targets over 70 nations, utilizing talent exchanges and delegation visits to foster alignment at the UN Committee on the Peaceful Uses of Outer Space (COPUOS). Ambassador Wells Griffith noted that today’s emerging space nations are the satellite operators of tomorrow, signaling a preemptive move to establish US standards as the global default.

Orbital Context

Project Constellation follows the recently announced Space Catalyst Partnership (SCP), though their objectives differ. While SCP focuses on Artemis Accords signatories, Constellation operates through the Vienna-based UN framework, aiming to influence a broader spectrum of international actors. Initial phases will focus on internal awareness within the US Foreign Service and planning for the 2027-2028 US Space Forums.
