Terminal Access: Offshore Expansion

The US Department of the Interior has initiated a formal inquiry into the feasibility of utilizing the outer continental shelf for orbital operations. According to SpaceNews, the Bureau of Ocean Energy Management (BOEM) issued a Request for Information (RFI) on July 7 to evaluate how offshore infrastructure could mitigate rising congestion at land-based facilities like Cape Canaveral and Vandenberg.

Repurposed Infrastructure

The inquiry targets the US exclusive economic zone, which extends 200 nautical miles offshore. BOEM is currently assessing whether existing oil and gas platforms can be retrofitted for spaceflight or if the industry requires purpose-built floating facilities. This strategic pivot aims to support liquid-fueled orbital launches, spacecraft reentry, and recovery logistics.

Matt Giacona, acting director of BOEM, stated the initiative is a critical step in assessing how offshore development might expand operational capacity and strengthen national security capabilities. This move aligns with a broader White House push to update national space transportation policies, likely incentivizing private-sector investment in mobile infrastructure.

Industry Response

Current market leaders are already positioning for this transition. Seagate Space, which maintains collaboration agreements with Lockheed Martin and Firefly Aerospace, has already designed specialized floating launch platforms. Industry analysts suggest the discussion has moved beyond technical feasibility toward establishing a safe, scalable, and regulated maritime launch ecosystem. By diversifying launch sites, the US federal government aims to build redundancy into its spaceport network, ensuring sustained cadence for both commercial and government payloads.
