Operational Expansion: Arctic Domain

Telesat has secured a landmark 1.63 billion USD agreement with Canada’s Defence Investment Agency. According to SpaceNews, the contract establishes Telesat’s Lightspeed low Earth orbit (LEO) network as the primary provider for secure military communications across the Canadian Arctic. The deal includes two five-year extensions, potentially pushing the total valuation to 1.92 billion USD over a 15-year period.

Constellation Logistics

This injection of defense capital fundamentally alters the Lightspeed manufacturing roadmap. Previously, Telesat had secured funding for 156 satellites; this contract enables the full deployment of 225 units. MDA Space, the primary manufacturer in Montreal, will now modify all spacecraft to include 500 MHz of military Ka-band capacity. This spectrum is reserved for secure, high-capacity links required by sovereign defense forces and NATO allies.

Milestone payments are scheduled to begin in Q3 2026. The expanded fleet is slated for launch via SpaceX Falcon 9 rockets, with global service anticipated by Q1 2028.

Strategic Pivot

The agreement marks a significant shift in Telesat’s revenue model. CEO Dan Goldberg indicated that defense-sector contributions are now projected to reach 46% of total revenue by 2032, up from a previous estimate of 14%. By integrating military-grade hardware directly into the commercial LEO architecture, Telesat is positioning itself as a critical sovereign alternative to consumer-focused constellations like Starlink. The contract forms the first phase of Canada’s Enhanced Satellite Communications Project–Polar (ESCP-P), designed to ensure persistent wideband connectivity between 65 and 90 degrees north latitude.
