Recent intelligence suggests the European Union is losing ground in the race for orbital data centers (ODCs). According to SpaceNews, the European Space Policy Institute (ESPI) has issued a warning that the continent risks total dependency on foreign infrastructure as China and the United States accelerate their deployment of space-based AI and processing hardware.

GLOBAL DEPLOYMENT STATUS

Beijing has transitioned from research to active implementation with aggressive speed. The Three-Body Constellation, initiated by ADAspace in 2025, serves as the operational benchmark for space-based computing. Current data indicates China is scaling this infrastructure through a mix of state-backed enterprises and municipal initiatives, with startups like Shanghai Xingshu Tiansuan targeting 1,000-satellite networks.

In contrast, the U.S. sector is fueled by private capital. Ventures such as Starcloud and Cowboy Space have achieved unicorn status, with valuations exceeding $1 billion. While American firms focus on commercial dominance, China aims to set global standards and regulations for this nascent industry.

EUROPEAN STAGNATION

Europe remains locked in a cycle of small-scale technology demonstrations and academic research. While local startups like ALATYR propose robotically assembled ODCs, they lack the massive scale and state coordination observed in competing blocs. ESPI identifies the first viable application as local processing of Earth observation data to bypass downlink bottlenecks, yet warns that globally distributed AI training networks remain over a decade away.

PROTOCOLS FOR RECOVERY

To reclaim sovereignty, ESPI recommends a flagship ODC initiative under the EU’s 2028-2034 research cycle. The institute urges the European Space Agency (ESA) to act as a primary customer, signaling demand through service contracts. Failure to synchronize policy with industrial implementation may result in Europe permanently relinquishing the 'next frontier' of compute power to external powers.
