The Federal Communications Commission (FCC) has formally authorized the launch of Eärendil-1, a technology demonstrator developed by Reflect Orbital. According to SpaceNews, the July 9 ruling provides the regulatory green light for a 142-kilogram spacecraft designed to deploy an 18-meter thin-film reflector in low Earth orbit. Scheduled for launch in late 2026, the satellite will operate at an altitude between 600 and 650 kilometers.
Operational Objectives
Reflect Orbital aims to validate the precision steering of solar energy toward specific terrestrial coordinates during nighttime hours. Proposed applications range from illuminating active construction sites and search-and-rescue operations to enhancing the harvest window for terrestrial solar farms. Reflect Orbital CEO Ben Nowack characterized the license as a vital step in testing safeguard protocols for novel space technologies.
Scientific and Environmental Countermeasures
The project faces intense scrutiny from the scientific sector. The European Southern Observatory (ESO) warns that a full 50,000-satellite constellation could increase background sky brightness by three to four times, effectively blinding ground-based telescopes seeking faint objects. Tony Tyson, chief scientist of the Vera C. Rubin Observatory, cautioned that the reflectors could scatter light unpredictably—a scenario he described as “a sky full of moons.”
Regulatory Precedent
Despite receiving nearly 1,900 public comments, mostly critical, the FCC ruled that optical astronomy impacts remain outside its narrow jurisdictional purview. The Commission stated the public interest is best served by fostering space-based innovation and spectrum utility. While Reflect Orbital has pledged to collaborate with NASA and the National Science Foundation, environmental groups continue to lobby for more rigorous programmatic reviews of large-scale orbital arrays.
