NRO Solidifies SAR Partnerships with Capella, Iceye, and Umbra

The National Reconnaissance Office (NRO) has transitioned from experimental evaluation to active procurement within the commercial Synthetic Aperture Radar (SAR) sector. According to SpaceNews, the agency has awarded new contracts to Capella Space, Iceye U.S., and Umbra under the Commercial Radar Capabilities (CRC) program.

This move follows a 2022 vetting phase where five providers—including Airbus U.S. and PredaSAR—underwent rigorous modeling, simulation, and on-orbit demonstrations. The NRO’s Commercial Systems Program Office concluded that the technology offered by the three selected firms met the reliability and responsiveness standards required for national security integration.

SAR technology provides a tactical advantage by delivering high-resolution imagery regardless of atmospheric conditions or light levels. By integrating these commercial constellations, the NRO aims to augment its existing overhead architecture, ensuring consistent global surveillance.

Iceye U.S. CEO Ann Stevens noted that the contract reflects a maturing trust in commercial radar's ability to tackle the intelligence community's most difficult collection challenges. Furthermore, because the SAR data collected by Iceye U.S. remains unclassified, the intelligence can be distributed seamlessly across civil agencies and allied coalition partners.

The CRC program is part of a broader NRO initiative to utilize "multi-phenomenology" remote sensing. Earlier this year, the agency also awarded contracts to EarthDaily and Pixxel to explore hyperspectral and radio frequency data. By leveraging rapid commercial innovation, the NRO ensures its ISR (Intelligence, Surveillance, and Reconnaissance) capacity remains resilient against evolving terrestrial threats.
