Nippon Trajectory: Japan Targets 30 Annual Launches by 2030
Japan's National Space Policy Secretariat has established a key performance indicator of 30 launches per year to secure domestic access and capture international market share.

Japan is pivoting toward a high-frequency launch model. According to SpaceNews, government officials at the recent Spacetide conference in Tokyo confirmed a new strategic Key Performance Indicator (KPI): 30 successful orbital launches per year by the early 2030s. This target represents a massive scaling effort for a nation that has recorded only two orbital attempts so far this year.
Strategic Objectives
Jun Kazeki, director-general of the National Space Policy Secretariat, emphasized that the surge is designed to increase domestic launch self-reliance from 50% to roughly 70%. The move aims to insulate Japanese satellite operators from reliance on foreign heavy-lift providers while simultaneously stimulating a domestic commercial sector.
Industrial Hurdles
Reaching this cadence faces immediate technical friction:
- H3 Heavy-Lift: The H3 family returned to flight on June 11 after a December failure.
- Kairos Small-Lift: Space One’s Kairos vehicle has suffered three consecutive failures, most recently on March 4.
Despite these anomalies, Space One executive Kozo Abe maintains that the company is refining its supply chain for mass production. For private investment to stabilize, industry leaders are calling on the Japanese government to act as an "anchor tenant"—mirroring the NASA model of guaranteed demand to de-risk private capital.
International Integration
Japan also plans to open its domestic infrastructure to foreign actors. Space Cotan, developing a commercial site in Hokkaido, is positioning the facility as a Release Valve for congested US pads like Kennedy Space Center and Wallops. Firefly Aerospace is already studying the feasibility of launching its Alpha rocket from the Hokkaido site. To facilitate this volume, the Ministry of Economy, Trade and Industry is investigating regulatory streamlining to reduce bureaucratic latency.
