LEO Transition Strategy Reinstated

NASA has officially reverted to its primary strategy for Low Earth Orbit (LEO) habitation, confirming its intent to support stand-alone private space stations as the eventual successors to the International Space Station (ISS). This move follows a period of strategic uncertainty where the agency considered a more conservative "core model"—a module attached directly to the ISS—due to concerns over market maturity.

According to Payload, NASA has now issued a draft Request for Proposals (RFP) for the Commercial LEO Destinations (CLD) program. The agency intends to award early development contracts to at least two providers, with a subsequent competition planned to select one or more final designs.

Industry Leverage

The pivot back to free-flying stations follows significant pushback from commercial stakeholders. Earlier this year, NASA Administrator Jared Isaacman challenged the industry to demonstrate that a sustainable marketplace existed beyond government dependency. According to a NASA release, developers successfully proved they possess the requisite capital and identified emerging commercial opportunities to justify stand-alone operations.

Isaacman noted that NASA is now satisfied that it can function as one of many customers in a diverse LEO ecosystem. This transition is critical for maintaining a continuous human presence in orbit after the ISS is decommissioned, ensuring no gap in orbital capabilities develops during the handover to the private sector.

Next Phase Timeline

Industry feedback on the draft RFP is due by the end of this month. Over the next two weeks, NASA will conduct group and one-on-one sessions with potential bidders. To encourage sector-wide cooperation, the agency plans to release a public list of interested parties to facilitate teaming and hardware integration between commercial partners.
