Operational Directive

In a move to consolidate fragmented sector intelligence, the Centre for Space Futures (CSF), Novaspace, and SpaceTech Gulf have formalised a Memorandum of Cooperation (MoC). The objective: the engineering of a Global Space Capability Mapping and Index Dashboard. According to SpaceNews, the agreement was signed in Riyadh, Saudi Arabia, in June 2026.

The Problem Set

The current orbital economy lacks transparency. Policymakers and industry leads frequently struggle to identify specific technological holdings across nations, creating a bottleneck for cross-border collaboration and emergency response. The proposed dashboard aims to rectify this by integrating open-source data and proprietary methodologies into a single, actionable reference node.

Strategic Objectives

1. Capability Identification: Structured mapping of global space assets and domains.
2. Problem-Solution Matching: Connecting entities facing terrestrial challenges—such as agricultural disease or climate instability—with proven space-based solutions.
3. Benchmarking: Providing a trusted framework for investors and governments to assess national space ecosystem health.

Eng. Mishaal Ashemimry, Managing Director of CSF, stated the initiative is designed to transition from identifying challenges to implementing proven solutions. Carla Filotico of Novaspace noted the increasing necessity for benchmarking in an evolving space economy.

Organizational Background

The CSF operates as an impartial hub established by the Saudi Space Agency and the World Economic Forum. Novaspace, the successor of Euroconsult and SpaceTec Partners, brings significant independent consulting weight, while SpaceTech Gulf provides granular intelligence on the MENA/GCC regions. The MoC establishes a multi-year framework for continuous data output and insight reporting.
