Golden Dome Faces Terminal Funding Risk
Gen. Michael Guetlein warns that U.S. budget deadlocks could zero-out the Golden Dome missile defense initiative due to its reliance on reconciliation funding over base budget allocations.

Fiscal Gridlock Threatens Orbital Defense
The U.S. missile-defense initiative, Golden Dome, faces a binary survival risk. According to Payload, Gen. Michael Guetlein, the program’s director, warned at the Space and Missile Defense Symposium that a Congressional continuing resolution (CR) could effectively terminate the program.
The crisis stems from a technicality in the appropriation mechanism. In fiscal 2026, Golden Dome received $24B via a reconciliation bill. The administration requested $17.5B for FY27 through the same process. Unlike base Pentagon spending, reconciliation funding lacks a prior-year "topline" to revert to under a CR. Without a dedicated budget line, a CR locks the program’s spending at zero.
Industrial Expansion and Bottlenecks
Despite the fiscal shadow, Guetlein reported that the program is aggressively expanding its external partnerships. The director has conducted over 500 one-on-one meetings with industry players. Two new initiatives aim to bridge the gap between government datasets and private sector innovation:
- Digital Ecosystem: A cleared environment for industry and academia to analyze Golden Dome data; five partners are currently active.
- Ecosystem Hub: A portal for companies to submit tech solutions for the missile-defense architecture.
Operational Status
Guetlein confirmed two "phenomenally successful" tests have been completed, though technical details remain classified. Responding to criticisms of escalating tensions, Guetlein asserted the office is reacting to an existing arms race rather than initiating one. Current efforts include contracting two firms to identify critical bottlenecks in the supply chain. He concluded that bureaucratic inertia remains the primary obstacle, stating that current acquisition culture is failing to meet the urgency of the moment.
