DIRECTIVE: ORBITAL SURVEILLANCE UPGRADE

The French aerospace research agency, ONERA, has finalized the selection of Belgian manufacturer AMOS to design and build the PROVIDENCE telescope. According to European Spaceflight, this 2.5-meter ground-based optical instrument is intended to provide the French Air and Space Force with high-resolution imagery and characterization of assets in Low Earth Orbit (LEO).

STRATEGIC OBJECTIVES

PROVIDENCE is no mere astronomical tool. It represents a critical expansion of France’s Space Situational Awareness (SSA) capabilities. The terminal will be capable of monitoring, identifying, and evaluating the space environment. Specifically, the system is designed to assess the impacts of external actions in orbit—whether kinetic or laser-based—to ensure national sovereignty in an increasingly contested domain.

DEPLOYMENT TIMELINE

  • Conceptualization: Preliminary studies initiated in 2020.
  • Site Allocation: The Haute-Provence Observatory in southeastern France was selected to host the hardware in late 2023.
  • Contract Award: AMOS officially selected by ONERA on July 22, 2026.
  • Operational Status: Intelligence gathering is projected to commence in early 2029.

Emmanuel Chiva, chairman and CEO of ONERA, positioned the project alongside the existing GRAVES radar system as a pillar of French defense infrastructure. By integrating PROVIDENCE, France aims to close gaps in its orbital reconnaissance, shifting from simple detection to detailed asset characterization.
