The Federal Communications Commission (FCC) is preparing a shift in orbital frequency management. According to Payload, a proposal scheduled for an August 6 vote aims to authorize unlicensed Part 15 wireless devices—including Wi-Fi routers and Bluetooth sensors—to communicate directly with orbiting satellites.

The Shift to Unlicensed Uplinks

Since 2024, the Direct-to-Device (D2D) sector has seen over $40 billion in spectrum acquisitions, including major deals by SpaceX and Iridium. This new proposal would bypass high-cost auctions by opening more than 225 MHz of unlicensed spectrum for satellite use. Unlike licensed bands, these frequencies would be free to use, provided operators adhere to strict technical limits and accept potential interference.

Strategic Impact

The policy change would allow existing IoT devices and hardware already in the field to connect to space via a simple firmware update. This eliminates the need for the case-by-case waivers currently utilized by players like Hubble Network and Spire. Furthermore, commercial space habitats like Vast’s Haven-1 could benefit from standardized rules for onboard Wi-Fi and iPads, replacing the current ad-hoc approvals used for the International Space Station.

Orbital Gridlock

While the move democratizes access for asset tracking and emergency services, it faces resistance. Wi-Fi incumbents fear signal crowding, and companies that paid billions for exclusive spectrum rights may lobby for strict limitations. Additionally, radio astronomers are concerned that increased traffic in the 2.4 GHz band might blind sensitive deep-space observations.

If adopted, formal rules are expected to take approximately one year to finalize following a public comment period.
