New data from Eurospace indicates a structural shift as Earth observation manufacturing surpasses telecommunications, fueled by military procurement and institutional spending.

The European space sector has entered a growth phase in 2025 following the contraction of 2024. According to SpaceNews, citing the latest Eurospace Facts and Figures report, a significant structural transition is underway: Earth observation (EO) has officially dethroned telecommunications as the continent’s primary revenue generator.
Applications enabling EO, telecom, and navigation segments grew by 23.5% over 2023 levels. Crucially, EO manufacturing sales outperformed telecom by 24% in 2025. This pivot is primarily attributed to a surge in military acquisition, with Spain, France, Germany, Poland, and Finland identified as the lead demand drivers for orbital reconnaissance and data systems.
INSTITUTIONAL DOMINANCE
Direct commercial markets are expanding, but the institutional tailwind remains the industry’s lifeblood. The European Space Agency (ESA) remains the dominant customer; revenues linked to ESA increased by €560 million (20%) year-on-year, aided by streamlined bureaucracy and faster spending protocols. While commercial and export sales rose by 35%—driven largely by the deployment of Amazon’s LEO constellation and a more active launch manifest—institutional programs still account for over 70% of total industry revenue.
LAUNCH AND SERVICES
The launch segment saw a boost in 2025 with seven successful missions (Ariane 6 and Vega C), compared to just three the previous year. This increased cadence has supported a recovery in the European supply chain. Additionally, a shift toward outsourcing is evident; national and European agencies are increasingly externalizing technical, financial, and engineering services to industrial players, creating a steady and growing revenue stream for the private sector.
