Montreal's NorthStar and Toronto's Kepler Communications have partnered to deploy space-based optical sensors, securing Canada's sovereign orbital monitoring capabilities.

Montreal-based NorthStar Earth & Space has formalized an agreement to integrate its Space Domain Awareness (SDA) sensors onto the satellite platforms of Toronto’s Kepler Communications. According to Payload, the partnership aims to establish a real-time monitoring network to satisfy the escalating demand for orbital intelligence.
This strategic alignment allows Canada to bolster its sovereign space-tracking capabilities at a time when US-based competitors like LeoLabs and SpaceX are aggressively expanding their own Space Situational Awareness (SSA) services.
Sovereign Defense and Market Movement
NorthStar’s expansion follows a substantial $40M+ CAD contract signed in July with the Royal Canadian Air Force’s 3 Canadian Space Division. This domestic investment emphasizes Canada's requirement to independently monitor and protect its orbital assets.
Market indicators suggest NorthStar is preparing for a public listing via SPAC next quarter. The company’s technical portfolio includes proprietary optical sensors augmented by third-party RF and ground-radar data.
The Trans-Border Strategic Link
Despite localized procurement, the project maintains strong ties to the broader North American defense architecture. NorthStar’s US division currently participates in DARPA’s Space-WATCH program, while Kepler has recently executed laser-link demonstrations for the US Space Development Agency (SDA).
Kepler continues to scale its commercial data-relay infrastructure, having recently selected Rocket Lab’s Neutron vehicle for a dedicated launch in 2028. This partnership ensures that while Canada builds a sovereign SDA shield, its industry remains deeply integrated into the global space-logistics chain.
